I have given rules development a bit of thought. Bit I always seem to get stuck on one or two key points, and back to the drawing board.
Either way, my goal is to make a rules template where a world builder can just paste his setting onto the core rules. Though it would be nice to just have one rules set, to fit every kind of world under that would be intimidating. So, there needs to be different categories.
Fantasy/steampunk - Focused around magic, melee and monsters.
Modern - Guns, tactics, psychology
Sci-fi - Fancy guns, star travel, ships, and aliens.
Of course, Then there's the big argument between RPG and Tabletop war-game. Though I prefer the later, I think a rules set for each is mandatory. This will be a long time project. But hopefully we can make it work.
